pfeg provides free support, resources and expert consultancy to teachers and school leadership teams. We do not offer a 'one size fits all' philosophy.

pfeg regional consultants can, as part of their work in supporting schools, develop personal finance education, support school staff in identifying and monitoring the needs of looked after children in their care.

Designated teachers

As from 1 September 2009 the governing bodies of all maintained schools are required under the Children and Young Persons Act 2008 (the 2008 Act) to appoint a designated teacher to promote the educational achievement of looked after children on the school roll.

Many looked after children have suffered disrupted learning and may have missed extended periods of school. The gaps in their learning – and in many cases the emotional impact of their experiences – are likely to have become significant barriers to their progress. The complexity of this fragmented educational experience needs careful assessment and planning.


Designated teachers ensure that children and young people of statutory school age have access to education appropriate to their age and ability. This includes access to a broad and balanced curriculum, including the national curriculum. Personal finance education is part of this and is particularly important for these young people.  The designated teacher is responsible for liaising with carers, natural parents (as appropriate) and social workers on a wide variety of educational and care issues. If possible the adults with whom the young person lives should be informed of, and involved in, the school’s work on financial capability.


Designated teachers are supported by the virtual school headteacher whose job it is to oversee the educational progress of all children looked after by the local authority.
